Unlocking Odisha’s Bauxite Potential: A Race Against Time to Retain Industrial Leadership in Eastern India
Bhubaneswar : Odisha’s vast mineral wealth, established industrial base and substantial investment commitments present a major opportunity for economic growth and employment generation. However, growing competition from neighbouring states makes it imperative for Odisha to accelerate pending projects and convert its industrial potential into jobs and prosperity.
In its policy paper, “Odisha’s Industrial Advantage Faces a New Test,” Think Change Forum (TCF), under its Eastern India Economic Council, highlights the urgency of accelerating mineral-led industrialisation.
The paper references reports that indicate major investors in the region such as Vedanta are exploring investments of ₹70,000–80,000 crore in West Bengal, potentially creating 10,000 jobs, while Andhra Pradesh is advancing AM/NS India’s ₹1.36 lakh-crore steel project at Anakapalli. These developments highlight the scale of industrial opportunities emerging in the region and the urgency for Odisha to capitalise on its existing strengths.
Odisha accounts for 41% of India’s identified bauxite resources and 72.5% of national bauxite production. With an established aluminium ecosystem, timely decisions on pending projects could unlock further investments in refining, smelting and downstream manufacturing, generating significant employment and economic value.
Shri Ranganath Tannir, Secretary General, Think Change Forum observed, “Eastern India is witnessing a positive resurgence in industrial growth, creating significant new economic opportunities across the region. Our report highlights this as a wake-up call for Odisha to capitalise on its exceptional mineral wealth, established industrial ecosystem and substantial investor commitments. The opportunity is to accelerate pending projects, unlock mineral-led industrial expansion and create thousands of jobs, particularly in economically disadvantaged districts. Ease of doing business must now translate into ease of project execution through timely approvals and resolution of bottlenecks. With the right urgency, Odisha can transform its natural advantages into greater manufacturing capacity, local livelihoods and lasting economic prosperity.”
The Report highlights the challenges that lie in implementation. According to March 2026 Odisha Assembly disclosures, 1,073 industrial projects involving ₹24.28 lakh crore in proposed investments had been approved since 2016, but only 118 had fully or partially commenced operations. Another 914 were under implementation, while 41 had been withdrawn or dropped.
The Think Change Forum paper identifies five priorities for Odisha:
Unlock mineral wealth: Expedite pending statutory decisions with environmental and community safeguards.
Clear project bottlenecks: Fast-track long-pending investments through high-level intervention and accountability.
Ensure speed and certainty: Establish transparent, time-bound approval processes.
Accelerate value addition: Link mineral development with downstream manufacturing and local employment.
Prioritise execution over announcements: Measure success through operational projects, investments realised and jobs created.
The paper emphasises that faster industrialisation must be accompanied by responsible development and statutory safeguards. With its mineral resources, industrial infrastructure and committed investors, Odisha has the opportunity to emerge as a leading manufacturing hub.
What the state needs now is speed and certainty of execution to translate this potential into jobs, incomes and lasting prosperity.
