Bhubaneswar/Nairobi: CSM Technologies Limited (NSE: CSM | BSE: 544806) has developed and deployed Kenya’s nationwide Royalty Management System (RMS) for the State Department for Mining, Government of Kenya, strengthening digital administration, transparency and monitoring of mineral royalty collections.
Implemented through CSM Tech Limited, the company’s wholly owned Kenyan subsidiary, the system went live on September 28 and is now the official digital platform for the declaration, assessment, payment and monitoring of mineral royalties across Kenya.
The deployment comes as Kenya’s mining sector records renewed growth. According to the Kenya National Bureau of Statistics’ 2026 Economic Survey, the Mining and Quarrying sector grew 14.9% in 2025, following a 7.8% contraction in 2024. The State Department for Mining has reported that the country’s mineral exports were valued at approximately US$220 million in 2024-25, generating KSh 991.3 million in royalties.
The RMS has been developed to support implementation of Kenya’s Mining Act, Cap 306, under which mineral right holders are required to pay royalties on minerals produced and sold.
Under Kenya’s royalty-sharing framework, proceeds are allocated among the National Government, County Governments and Host Communities in a 70:20:10 ratio, respectively. The digitalisation of royalty administration is therefore expected to improve collection efficiency, transparency and the distribution of mining revenues.
The platform enables mineral right holders and licensed dealers to complete the royalty compliance process digitally. Key features include online registration and profile management, digital royalty declarations, automated assessments, invoice generation, digital payments, real-time compliance tracking, authenticated transaction records, and monitoring of penalties and outstanding liabilities.
The system is also integrated with mining licence records and maintains secure audit trails through role-based access controls. This is expected to reduce manual intervention while improving transparency and operational efficiency.
For government authorities, the platform provides real-time visibility into royalty accruals, payments and compliance trends, supporting faster reconciliation and more efficient revenue distribution to county administrations and host communities.
The rollout is designed to accommodate Kenya’s diverse mining ecosystem, including large mining companies, mid-sized operators and artisanal and small-scale miners. The State Department for Mining is supporting onboarding, registration and technical assistance through Madini House in Nairobi and County Mining Offices across the country.
CSM Tech Limited is responsible for the end-to-end implementation of the platform, including solution design, development, deployment, capacity building, knowledge transfer and post-go-live support.
Commenting on the deployment, Priyadarshi Pany, Managing Director and CEO, CSM Technologies Limited, said mineral royalties are not merely a revenue stream but a mechanism for converting natural wealth into public value for governments, communities and future generations.
“We are honoured to partner with the State Department for Mining, Government of Kenya, in building a transparent and technology-driven royalty administration system. This deployment reflects the growing global confidence in India’s DPI expertise and demonstrates how purpose-built GovTech solutions can strengthen governance outcomes across emerging economies,” Pany said.
